Unified federal interdepartmental system for recording student populations by major educational programs and additional general education programs (GIS “Contingent”) is developed in accordance with the action plan (“road map”) approved by Decree of the Government of the Russian Federation dated February 14, 2015 No. 236-r.

The fundamental document for the implementation of the system in the regions Russian Federation is the Order of the Government of the Russian Federation dated October 25, 2014 No. 2125-r.

Let us remember the words of Father Kirill (Pavlov): “Assigning numbers to people is an atheistic, sinful thing. Because when God created man, He gave him a name. Naming a person is God's Will. All the millennia that have passed since that time, people have used names. And now, instead of a name, a person is assigned a number. How and why this is done leaves no doubt about the sinfulness and atheistic nature of this matter. Therefore, there is no need to participate in this matter, but to resist it as much as possible.”

If assigning a number to a person is an atheistic and sinful thing, then accepting and using a number by a person is no less atheistic and sinful!

Every citizen can write an appeal against the forced assignment of SNILS.

As sad as it may be, Russia is still trying to implement projects related to building a global information society, in which sovereign states are destroyed, and a person is likened to a commodity. Therefore, leaving the possibility of an alternative, we always leave the possibility of getting out of such total control.”

The Russian Orthodox Church firmly insists on the exclusive voluntary participation of citizens in new forms of personal identification and authentication and recognizes the right of a person to refuse to use technologies that contradict his religious and other beliefs.

The State Legal Administration of the President of the Russian Federation gives the same conclusion: “Any forms of forcing people to use electronic personal identifiers, automated means of collecting, processing and recording personal data, personal confidential information are unacceptable” (response of the State Legal Administration of the President of the Russian Federation to His Holiness Patriarch Kirill - Letter dated January 22, 2014 No. A6-403).

How long will Russia be ruled by representatives of the “fifth column” and their overseas masters, pushing anti-constitutional, anti-human laws, and deputies and senators will automatically sign them without even looking!?

Secondly, the qualitative compliance of the actual volume of work performed, during the operation of production areas directly used in the process of providing educational services with a practical focus on training, as well as the requirements for integrating the resources of partner organizations in priority areas of industry, inter-industry and regional development in the implementation of network educational programs.

III. Financial resources

At the end of 2015, one of the largest projects in the field of informatization of education was launched in Russia - GIS CONTINGENT. The system collects data on all children studying in general, vocational and preschool education organizations, as well as on university students. In fact, we are talking about the formation of a unified educational electronic environment in Russia. Federal and regional segments of AIS Contingent

Objective of the project

Introduction of the regional segment unified system accounting, monitoring and management of students in educational organizations of the Russian Federation

The system is designed to automate the process of collecting up-to-date information from the educational information system of educational institutions on the actual and projected number of students (population) in educational organizations of various types on the territory of a constituent entity of the Russian Federation, as well as:

  • Ensuring education monitoring by authorized representatives of ROIV and MOE in order to use monitoring data when planning the creation of new educational organizations;
  • Collection of up-to-date information on the current and final performance of students in educational institutions of various types on the territory of a constituent entity of the Russian Federation in order to perform the functions of monitoring education by authorized representatives of Regional Educational Institutions and Municipal Educational Institutions according to a wide set of criteria;
  • Ensuring data routing when implementing the output to the EPGU of state services in electronic form for providing information on the progress of students of various types of educational institutions;
  • Creation and maintenance of an up-to-date unified register of educational organizations of various types on the territory of a constituent entity of the Russian Federation;
  • Creation of tools that allow monitoring the educational trajectory of students in the interests of children, parents (legal representatives) and public organizations;

Stages of implementation of the AIS “Contingent-region”

For the successful implementation of the AIS “Contingent-region” it is necessary:

  • The decision by a constituent entity of the Russian Federation to participate in the Pilot under the program for implementing the federal project “Contingent” in 2014-2015. and submit the appropriate application to the Ministry of Education and Science of the Russian Federation.
  • Formation of technical specifications and state contract for the development of a regional module of the AIS “Contingent”.

Application for connection to the GIS "Contingent"

Parliament is making new attempts to implement the “Contingent”, the law on the implementation of which was rejected at the beginning of the year Russian President Vladimir Putin. Last week, the fate of another juvenile Russian project was discussed at a meeting of the Education Committee in the State Duma. The deputies were not ready to withdraw the rejected bill from consideration and decided to convene a special commission to prepare an agreed text of the law on the “Contingent” with the participation of parents.

Project GIS "Study population" has been discussed for about three years, it is currently being tested in the Irkutsk, Moscow, Yaroslavl, Saratov regions, the Republic of Dagestan, Tomsk, Perm Territory and Kamchatka. In these regions, data on children has been collected from parents in a “pilot” mode for several years now. The scheme is simple: when enrolling a child in kindergarten or school, parents provide basic personal data - full name, citizenship, registration address, SNILS. Later, when the child starts going to school, the system receives data about his progress. This happens through electronic diary", which can only be entered using the SNILS number. The database is also updated with information about the child’s health and hobbies.

The public was alarmed that access to the child’s systematized data was prohibited. The administration of educational institutions and officials of the Ministry of Education have it. But since no one asked the parents’ opinion, the bill was successfully adopted in three readings and by the Federation Council.

The president also doubted the thoroughness of the decision taken by parliament. He expressed confidence that this law should establish a list of specific information contained in the federal and regional systems, as well as determine the persons who will have access to such information and their responsibilities. The Kremlin explained that by rejecting the law, Putin took into account the public concern that arose and considered it necessary to amend the law in order to protecting the interests of parents and children.

The Speaker of the State Duma is confident that such a law is necessary because " there are a large number of databases in the field of education, and, unfortunately, they are all made on different platforms and are not very secure- said Volodin. - Creating a common database on a single secure platform, in my opinion, would be correct".

Previously, the tender for the development of "Contingent" was received, among other things, by the owner of the "Dnevnik.ru" service, registered in Cyprus, Gabriel Levi, which already has access to information about all schoolchildren in the country.

“The main point is that the information that is entered into the IP will not be available to citizens. We cannot control what is written about us there, and we cannot regulate this process in any way. A system of external control over the citizen is being created, a system of access to information about him , which is created forcibly, without the information and consent of the citizen, as a result he remains completely defenseless in this situation. We are creating a system in which everything will be written about us. But no one will ask us what exactly they want to contribute there. will not show what is included there,"- added Lyudmila Ryabichenko.

In addition, “Contingent” contradicts Articles 23 and 24 of the Constitution.

Expert of the Parental All-Russian Resistance (RVS) Alexander Kovalenin notes that the president’s rejection of the bill on the introduction of GIS is connected precisely with this.

“The President’s instruction “that the Federal Law should establish a list of specific information contained in state information systems,” made by him when rejecting the law, is not just the wish of the first person of the state, but the requirement of the guarantor of the Constitution to eliminate the contradiction with the fundamental law. According to the Constitution citizens have the right to personal family secrets(Article 23), the collection, storage, use and dissemination of information about the private life of a person without his consent is prohibited, and authorities and local governments are obliged to do the opposite of what this law required - maintain guarantees of privacy(v.24). In fact, the “Contingent” allows any body that wants it to collect data about our children. In particular, to the guardianship authorities, which today have no legal grounds to keep records of children, except “those left without parental care,” but really want this. Why is a separate question, not about the education system, but about the child support market, the regulator of which is guardianship.", - reported Nakanune.RU Alexander Kovalenin.

The creation of the system, according to the Ministry of Education of the Russian Federation, is aimed at good: to establish the required number of places in kindergartens and schools, to issue grants to gifted children. The RVS activist, in turn, believes that “Contingent” infringes on the rights of lagging students.

“The system will collect not only school successes, but also information about disadvantage. All “intermediate” grades. And those who, having experienced difficulties, picked them up and fell behind in their studies, in such a system are unlikely to be able to catch up with their chances of getting a job in life. And taking into account the above, information about social ill-being will also accumulate, which now, by law, should not go beyond the boundaries of the police department for minors... It is convenient for the child to carry a label with his “value” - the so-called portfolio. his educational pedigree, which would be considered without his consent (!) by everyone who needs children for anything - and foreign ones "headhunters", and show business operators, and "potential adoptive parents" who are waiting in line for "orphan jar" when the baby is taken away for them. Do we want our children to be looked after without our knowledge? In the end, anyone who wants to send their successful child somewhere for grants could apply for grant competitions themselves.", - added Kovalenin.

The "Contingent" is seen as a threat to the country's national security. Russian writer, expert in the field of cybernetics and control systems Valery Filimonov.

If we talk about world practice, then! There should not be uniform data banks even on a regional scale. In the USA, England and other countries, educational institutions conduct only local databases. However, attackers constantly steal personal data and then use it for personal gain. In the case of the Contingent system, first of all, we are talking about colossal threats to the national security of the country.", - Valery Filimonov expressed his opinion.

The prospect of being “under the hood” thanks to the “Contingent” frightens parents too. They write about their concerns on social networks.

“The law on the IP “Contingent” has been adopted, now all data on children of the Russian Federation (data from kindergarten, schools, academic performance, health, illnesses, vaccinations, medical examinations, blood type, residential address, study address, awards, sections) and their parents will be collected and merge into a single database with access to “whoever needs it”, except for yourself, of course. “Appeals to the RVS show that a wave of all kinds of information collection and surveys is rolling across the country - children at school are asked about things that are not at all related to the educational process, even about the salary and place of work of their parents. This indicates high demand from officials for detailed knowledge about our children, including the conditions that we can provide for our children. There is no need to collect personal data - data must be registered where it occurs and for strictly defined purposes: school - in a school, medical - in a hospital, police - in the police. A person must be able to trust every service of society, for this he must be sure that no “interdepartmental interaction” will be privy to his secrets without his desire", concluded Alexander Kovalenin.
